Heavy Handed Local Law

IN A SMALL TOWN in northwest arkansas, mid america, is a nice large public swimming pool which the town proudly calls its "aquatic center". it sounds more impressive that way.

the term is justified, because there are actually two pools, one for toddlers, and several fancy water slides. altogether, a very fun and healthy place. those who are in charge of the pool have two interesting rules; every  hour on the hour, everyone must get out of the pool for five minutes.

and no food or beverage from outside the aqua center may be brought in. the reason for this rule is obvious: the city wants to make money, and wants a monopoly on the refreshment concession.

the reason for the first rule is a bit less clear. presumably, the purpose is to give all the lifeguards a break from the sun, and to make sure that there are no submerged motionless bodies at the deep end.

nine out of every ten americans will tell you tht there is too much government in america, that that government governs best which governs least, and so forth, and so on. yet, press any american on the matter, and said citizen will invariably be able to name a substantial number of good laws.

at every level of government in america another layer of law is piled atop us, local, county, state, and federal. will it someday include global law?

power to the people! over at the aqua center, a bollot box should be placed at the entrance, and the patrons asked to vote on the prohibition against bringing one's own refreshments.

shouldn't the owners of the aqua center, the public, decide what this policy should be?

and couldn't the lifeguards manage to take breaks without making everyone get out of the pool right in the middle of a good time?

the children never use the restroom anyway...
